湿地是自然界生物多样性最为丰富的生态系统,一个健康的湿地生态系统具有调蓄洪水、调节气候、涵养水源、净化水质等多种重要生态功能。它与森林、海洋并称为全球三大生态系统,它广泛分布于世界各地,是人类最重要的环境资本之一,无论是从生态学还是从经济学的角度看,湿地都是具有极高价值和生产力的生态系统,是经济社会发展的重要战略资源。但长期以来,人们对湿地的价值认识不足,人们为促进经济发展,对湿地进行大面积不合理的开发和利用,导致天然湿地日益减少。加强湿地资源保护,搞好规划开发,对于贯彻落实科学发展观、保护生态环境、促进生态文明建设和经济社会可持续发展具有重要的意义。%The wetlands have the richest biodiversity in the natural ecosystem and a healthy wetland ecosystem has the func- tions of flood control, climate regulation, water conservation and water purification, among others. It is known as one of the three major ecosystems in the world together with forests and oceans. They are widely distributed throughout the world and being one of the human's most important environmental capital. Wetlands are ecosystems with extremely high productive value from both eco- logical and economic point of views. They are important strategic resources for economic and social development. But for a long time, the lack of awareness for its value and irrational utilization led to the dwindling of natural wetlands. Measures to protect the wetland by careful planning and development have important significances for the implementation of the scientific concept of devel- opment, protection of the ecological environment and sustainable economic and social development.
