我国商品有机肥发展瓶颈及策略研究

摘要

In order to solve the problem of slow development,this paper analyzes the preferential policies and implementation of the organic fertilizer of the commodity from the three levels of the state,the province.Then some suggestions are put forward to implement the preferential policy of organic fertilizer respectively from raising subsidy standard,expanding the scope of the subsidy object,optimizing the subsidy program,and improving policy advocacy.%推广和应用有机肥是提高畜禽养殖废弃物资源化利用的主要方式,国家为此出台了一系列商品有机肥优惠政策,推动商品有机肥推广和应用.受生产成本高、肥效慢、劳动强度大等因素影响,目前商品有机肥推广和应用工作进展缓慢.究其原因,商品有机肥优惠政策针对性和可操作性差是其主要原因.本文从国家、省、市县3个层面梳理了商品有机肥有关优惠政策及实施情况,剖析了优惠政策难以落地的原因,分别从提高补贴标准、扩大补贴对象范围、优化补贴程序、加强政策宣传等环节,提出了推动商品有机肥优惠政策落地的对策建议.
