我国的粮食主产区粮食年产量占全国粮食总产量的70％以上，粮食主产区承担着保障国家粮食安全的重任。虽然国家高度重视粮食主产区的粮食生产，但粮食主产区经济普遍落后、农民的比较收益较低、基础设施建设滞后等问题，在一定程度上制约粮食生产能力的提高和农民收入的增加。解决上述问题的关键在于完善我国粮食主产区利益补偿机制，由政府主导建立粮食价格长效调控机制，完善粮食补贴政策，完善粮食主产区与主销区的利益平衡机制，建立粮食主产区巨灾保险体系。%The major grain producing areas, contributing more than 70% of total grain outputs in China every year, guarantee the food security of China. Governments attach importance to major grain producing areas, but there still exist the problems in the major grain producing areas, such as backward economies, low comparative benefits and backward infrastructures, which restrict the growth of grain productivities and farmer incomes to some extent. It is very important to perfect benefits compensation mechanism in the major grain producing areas, set up the long-term regulation mechanism of grain prices, perfect grain subsidy policies and the benefit balance mechanism between major grain producing areas and major grain selling areas, and establish the catastrophe insurance system.
