中国电力中国电力通信要创新机制，向新一代公共电信运营公司方向转变

摘要

This paper summarizes the general trend of electric power communication reform and developments in the world. It pointed out that a new mechanism for electric power communication in China must be created in order to transform into PTO of the new generation and to face becoming WTO member. The latest developments of information network technology and its system architecture in the world are also analyzed in the paper. It is proposed that electric power communication network in China should be developed based on IP technology of the new generationand the construction of power information infrastructurePIIin China should be with IP over DWDM as the core.%概要总结世界电力通信改革和发展的总体趋势，指出为应对加入WTO，中国电力通信要创新机制，向新一代公共电信运营公司PTO方向转变；分析比较世界信息网络技术及其体系结构的最新发展；建议中国电力通信网发展应以一代IP技术为基础，建设以IP over DWDM密集波分复用技术为核心的电力信息基础设施PII；强调并提出要抓住机遇，充分利用电网资源，加快建设PII，要有创新机制，以促进中国电力工业实施多元化发展战略目标的实现。
