大、中城市家长对治理择校的态度差异及其政策意义

     

摘要

The variances of parents' behaviors and preferences in educating their next generation between metropolises and prefecture level cities are seldom referred to in educational researches. However, it is an important issue in social behaviors' research and of great policy implications in the process of urbanization. Based on statistical analysis, this paper finds spatial factors impact parents' preferences of admission policies and attitudes toward school choices significantly. In examining the findings' policy implications, this paper addressed two policy issues in the concept of urban regime theory, which is quite popular in 1990s in USA. They are (1) the sole policy object in dealing with school choice will reduce the possibility of social cooperation which is supposed to be eventually achieved in solving social problems in urban areas;(2) the diversify of education provision is expected to differentiate parents' preference and weaken the contrariety in accessing educational opportunity. Local governments are then suggested to be encouraged to make innovations in meeting diversified demands of parents in school choice.%大、中城市家庭对教育政策的偏好差异是教育理论研究少有触及的话题,但它却是社会行为研究的一个重要领域,具有丰富的政策意义。本文通过对10个大、中城市家长的调查,发现不同层级城市的家长对择校的态度和招生政策偏好存在明显差异。运用城市政体理论对这种差异进行政策解读,发现两个对治理城市择校有针对性的结论,一是在城市的择校问题面前,政策目标的唯一性会降低社会合作博弈的空间,政策难以避免前后“摆动”的状态;二是供给体制多样化会分化利益对立性,应该给予地方政府在公立和市场之间进行复杂的制度安排的制度空间。
