农村土地承包经营权抵押的困境与出路——以新疆昌吉州呼图壁县和玛纳斯县调查为例

In order to promote the development of rural economy,increase the income of farmers'property,the implementation of the spirit of document No.1 in 2017,the mortgage of rural land contract management has become an important way.In this paper,we selected the Hutubi County and Manas County,Changji Prefecture,Xinjiang,to study the sample area,and use the literature search method and the field investigation method to analyze the attitude of the three parties of the government,farmer and financial institution to the rural land contract management right And the status quo,put forward the corresponding countermeasures and suggestions for Xinjiang to carry out ru-ral land contract management rights mortgage pilot work to provide a reliable basis.%为促进农村经济发展,增加农民财产性收入,落实2017年中央一号文件精神,农村土地承包经营权抵押成为加快发展农村经济的重要途径.选取新疆昌吉州呼图壁县、玛纳斯县为研究样本区域,运用文献检索归纳法和实地调研法,统计调研数据,分析政府、农户、金融机构三方主体对农村土地承包经营权抵押态度及现状问题,提出相应的对策建议,以期为新疆开展农村土地承包经营权抵押试点工作提供可靠依据.
