公共政策外部性:一个有待深化的学术领域

摘要

Externality is an important characteristic of public policy and an important concept expressing policy implication. It has important theoretical implication and practical implication for governance and policy analysis in China. At present, public policy externality is an important policy implication factor of public problems analysis. Foreign scholars use this concept in multi-meanings, which forming rich mean of public policy externality and broad application fields. But generally speaking, the cognition of public policy externality is not thorough in China, the significance of public policy externality toward Chinese gover⁃nance practice is not recognized explicitly and regarded enough. So, policy externality should be a research field needing further attention in China.%　　外部性是公共政策的重要属性，是表达政策影响的重要概念，对于我国的政策实践与公共治理均具有重要的启发意义。目前，公共政策外部性已经是国外分析公共问题时经常涉及的重要政策影响因素，国外的研究者在多种意义上使用这一概念，从而形成了公共政策外部性的丰富含义与广泛的应用领域。然而，我国的研究者对公共政策外部性的认识还不够深入，在公共政策外部性对于我国公共治理的意义上也没有形成明确的认识与充分的重视，因此，公共政策外部性是我国一个有待深化的学术领域。
