基本公共服务非均等化中的矛盾纠纷与规避--以江西省社会保障为例

Absract:The equalization of basic public services is the social inevitable requirement to economic development,and it’s the performance and requirement of the contemporary justice theory in the public service field.As an important basic public ser⁃vice system,social security system is the safety net of society.If the social security equalization target not reaches,it will lead to social conflicts and disputes,and affect social stability.At present,due to various reasons,the contradictions and disputes triggered by the social security service will be in a normal tendency in Jiangxi Province,which needs to be solved ef⁃fectively.The coordination and integration of policy,the diversified allocation of resource,the building of partnerships above department,the negotiation of contradictions and disputes in formal and informal discourse can effectively circumvent the so⁃cial security service trigger,and promote social stability and unity.%　　基本公共服务均等化是社会经济发展到一定阶段的必然要求，是当代公平正义理论在公共服务领域的具体体现和要求。作为基本公共服务的重要体系，社会保障制度是社会的“安全网”。社会保障均等化服务目标如果没有实现，将导致社会矛盾纠纷的产生，并影响社会稳定。当前，由于各种原因，由社会保障服务所引发的矛盾纠纷在江西省处于常态化趋势，需要得到有效解决。政策的协调与整合、资源的多元化配置、部门伙伴关系建立、正式与非正式话语的协商能有效规避社会保障服务所引发的矛盾纠纷，维护社会安定团结。
