Analysis on the Equalization of Basic Public Services among its Main Functional Districts of Chinese Metropolitan: The Case Study of Beijing

摘要

This article review the development and empirical research of public services equalization in China metropolitan by case studying. The equalization of basic public services among Beijing's four main functional districts has been improved during last 30 years of Reform and Opening-up, especially the period of bid for and hosting Olympic Games. But citizens still now take even more unequal shares of some areas of basic public services such as public health service, quality resources of primary education, social security like basic living allowances and endowment insurance, public safety like fire fighting and traffic safety. The unequal conditions or increasing gap due to the dual structure in urban and rural economy for so long time, the over-speed of its urbanization, imperfect public finance system, and its poor system of public services.
