基于两阶段的中国高技术产业创新效率研究--来自省级面板数据的实证分析

     

摘要

High-tech industry has been divided into technology development stage and technical achievements transformation stage.On the basis of Malmquist index method,innovation efficiency of high-tech industry in China has been estimated by us⁃ing provincial panel data.The results show that average growth rate of total factor productivity of high-tech industry in China is 21.03% in technology development stage from 1997 to 2010.This mainly benefits from rapid improvement of technological prog⁃ress and some improvement of technical efficiency.In technical achievements transformation stage, average growth rate of total factor productivity of high-tech industry in China is -6.05%,which is mainly due to obvious decreasing of technological prog⁃ress. At the same time,the improvement of technical efficiency has been largely offset by technological progress.It is necessary to improve innovation efficiency of high-tech industry in China,which will help to accelerate industry development and en⁃large spillover effect.Countermeasures should be actively taken to emphasize both technology development and technology achievement transformation.%  文章在将高技术产业创新过程划分为技术开发和技术成果转化两个阶段的基础上,使用1997-2010年省级面板数据,采用Malmquist指数方法考察了中国高技术产业创新效率状况.实证分析结果表明:在技术开发阶段,中国高技术产业全要素生产率的平均增长率为21.03%,这主要得益于技术进步水平的快速提高和技术效率的小幅改善;在技术成果转化阶段,中国高技术产业全要素生产率的平均增长率为-6.05%,关键原因在于技术进步水平明显下降,在很大程度上抵消了技术效率的改善.为持续提高中国高技术产业创新效率,加快产业发展,放大其技术外溢效应,应积极采取措施,努力实现由偏重技术开发向技术开发与技术成果转化并重转变.
