江苏产业升级与农民工就业转型的协调发展状况分析

摘要

Jiangsu province is in the crucial period of industrial upgrading. But as the main body of industrial workers,mi⁃grant workers’ skills are low, remaining in the low post, low income, less stable survival employment status, which re⁃stricts the pace of industrial upgrading. Firstly,this paper discusses the connotation and interactive relationship of industrial upgrading and migrant workers’ employment transformation. Then the paper,by analysing the evolution and calculating the departure degree of structure of industrial structure and employment structure in Jiangsu province,points out that the employ⁃ment structure lags behind the industrial structure as a whole,but the coordination degree is improving. Furthermore,this paper, by making the analysis of the gap between migrant workers’employment status and industrial upgrading demand, brings forward that the key of transformation is to improve employment skills. Based on the study, the paper puts forward some suggestions to promote the coordinated development of industrial upgrading and improvement of employment skills through the cooperation among government,enterprises,educational institutions and migrant workers.%江苏正处于产业升级的关键时期，但是作为产业工人主体的农民工技能偏低，滞留于低岗位、低收入、欠稳定的生存型就业状态，制约了产业升级的步伐。文章首先探讨了产业升级与农民工就业转型的内涵及互动关系；接着通过江苏省产业结构与就业结构的演变规律及结构偏离度的计算，指出就业结构总体滞后于产业结构，但协调度日益提高；进而分析了江苏农民工的就业状态与产业升级需求的差距，指出转型关键在于提升就业技能。由此提出政企校农四方合作推进两者协调发展的对策建议。
