OPM3在政府信息化建设中的应用研究

摘要

当前,诸多国家正在大力推进政府信息化建设.我国各级政府在推进这项工作的过程中,制定了大量的建设规划,形成了相应实施方案,并建成了许多信息化应用系统.但是,与其他项目相比,政府信息化项目在建设过程中更具风险性,实施失败所导致的损失往往十分巨大.为此,迫切需要进行政府信息化建设的项目成熟度研究,提升项目建设的成功率.立足于组织级项目管理成熟度OPM3 (Organizational Project Management Maturity Model)研究,结合区级政府机关信息化建设的特点,构建组织级政府信息化建设项目成熟度模型,通过模糊量化和层次分析法等方法,对A区的信息化建设情况进行评估,提出改进建议,对促进A区政府信息化工作的可持续发展起到积极的推动作用,具有十分深远的现实意义.%At present,many countries are vigorously promoting the construction of government informatisation.All levels of governments in our country have also developed a large number of construction plans while promoting the construction,formed the corresponding implementation schemes,and built a lot of iaformatisation application systems.However,compared with other projects,government informatisation projects have more risks in construction processes,and the failures in implementation usually cause huge losses.Therefore,there has the urgent need in studying the project maturity of government informatisation construction to improve the success rate of the projects construction.This article is hased on the study of organisational project management maturity model (OPM3).In combination with the characteristics of informatisation construction at the level of district government,we build the organisational project management maturity model for government informatisation construction,through the methods of fuzzy quantification and analytic hierarchy process,we assess the situation of informatisation construction in A District,and present the improvement suggestion.These play a positive role in promoting the sustainable development of governmental informatisation work in A District,and have far-reaching realistic significance.
