彩票存在问题赌博、未成年人参赌、犯罪以及贫困问题等负外部性，需要政府的严格管制。我国互联网彩票一直采用竞争性经营模式，妨碍政府进行有效管制。我国应当采取垄断性经营模式，仅允许一至两家公司经营互联网彩票。同时，对互联网彩票发展采取谨慎而不是自由放任的态度，制定渐进展开、分阶段实施的互联网彩票发展战略，注意与实体投注店的分工合作，并对购彩者采取适当的保护措施。对于互联网彩票公司及相关人员，实行行政许可，督促其建立健全内部控制，并对其进行经常性的评估、检验。%The development of internet lottery has not been smooth in China. Sometimes it was allowed, sometimes it was prohibited. The changing attitude of the Chinese government is due to the fact that it has never come up with clear and consist-ent strategies toward internet lotteries, nor developed effective regulatory measures to them. From the very birth of the internet lotteries, China has embraced a competitive business model while the other countries such as the United States and the Europe-an countries have taken on an opposite one, the monopolistic business model. Although it has produces larger revenues, the competitive model has caused difficulties for the Chinese government to regulate online lotteries as so many internet companies have been involved into the business. The Chinese government should consider giving up the competitive model and taking the monopolistic one so that it can easily regulate the industry. It should also take on a phased engagement strategy to allow the in-dustry to mature step by step. It must be careful to protect the current base of lottery sale shops and take measures to protect the lottery buyers as they are significantly affected by the online lottery sales. Regulation is important to the healthy develop-ment of the industry. Regulatory measures such as licensing and minimum internal control should be taken and reviewed from time to time.
