The rapid development of urbanization in China contributed greatly to the rising of socio-economic standard. Urban planning as the "dragon head" of the urbanization played an important role. But at the same time, problems such as unfair allocation of public resources, environmental degradation, increasing differences between urban and rural areas accompanying with the rapid urban construction have also emerged. Town and country planning is facing severe challenges. These issues reflect on a rethinking over how to improve planning systems. Its primary premise is how to assess rationally the role and effectiveness of urban planning. Evaluation of urban planning in China is still in its infancy. There have already been some explorations to spatial planning on technical rationality or on objective conformity, however,rnsystematic study and evaluation of the effectiveness of urban planning has just begun. Therefore, the interpretation and understanding of the Western paradigms and its evolution of planning theory and practice on evaluation of planning effectiveness is very important for the exploration of approaches to that in China. By discovering the shift in theoretical paradigms on nature and value of urban planning in western countries as well as the approaches to evaluation, this research will provide an important reference to the establishment of evaluation approaches to the evaluation of the effectiveness of planning practice in China.%我国快速城镇化发展大大促进了社会经济水平的提升,城市规划作为城镇化发展的“龙头”发挥了重要的作用.同时,伴随快速城镇建设也出现了诸如公共资源配置不公平、生态环境恶化、城乡差别增大等问题.城市规划面临严峻挑战.人们在反思应该如何改进规划体制的问题,其首要前提就是如何正确理解和评价城市规划的成效和影响.关于城市规划的评价研究,我国目前还处于起步阶段.尽管我国从技术理性角度和途径评价空间规划实施成效,以及运用综合目标定量方法评价城市总体规划的实施成效等方面已有探索和实践,但系统地研究和评价城市规划的成效和影响才刚开始.因此,本文通过分析西方城市规划评价的理论范式和方法的发展历程,揭示其关于城市规划本质内涵和价值观念的历史演变,以及评价方法的变革,对于探索符合我国国情的城市规划评价方法具有重要意义.
