三分编制 七分管理——成都城乡统筹规划经验总结

城乡规划是城乡统筹工作的重要组成部分.成都实践表明,规划管理的改革能有效促进编制上的革新；实施方面,规划也许只有在与其他部门协同联动的基础上方可发挥应有的作用,同时,其他相关政策的空间落实也需要规划的协助.本文拟通过对成都城乡统筹实践的总结对此进行说明.%The planning is one of the important parts of urban-rural integration. The practice of Chengdu demonstrates that planning administration weighs more than planning compilation in construction guidance. Besides, only if planning coordinates with other departments can it better play its role. Meanwhile, the spatial implementation of other policies needs the help of planning. This article demonstrates it by summarizing Chengdu's experience.
