总规与控规人口规模预测冲突及缓冲对策研究——以佛山市南海区东部片区为例

摘要

基于对城市总体规划、控制性详细规划人口规模预测存在问题及冲突原因分析,结合总规、控规人口规模的本质特征和所起作用,从五个方面提出了相应对策,即:针对存量规划特点,转变人口规模预测思路;预留总规与控规缓冲弹性,总量控制、单元分解、动态平衡;结合本地实际,统一规范控规人口规模计算的方法标准;关注职住平衡和“三旧改造”,保证城乡建设用地结构合理;加强人口构成分析研究,适当预留公共服务设施用地弹性.%This paper analyzes the reasons causing the existing problems and conflicts of urban population forecasting in city comprehensive plan and regulatory detailed plan.Based on the essential characteristics and impacts of population forecasting of the two plans,it puts forward corresponding countermeasures from the following five aspects:changing population forecasting ideas based on inventory planning characteristics;reserving elasticity,total quantity control,unit decomposition,and dynamic equilibrium in city comprehensive plan and regulatory detailed plan;regulating population calculation standard;concentrating on job-housing balance and urban renewal,to guarantee the rational urban-rural construction land structure;strengthening demographic composition analysis and appropriately reserving elasticity for public service facilities.
