The essence of "turning counties into districts" is a re-centralization process under the metropolitan area governance thinking.Taking Fenghua District as a study object,this paper discusses how to deal with the role change of Fenghua in Ningbo metropolitan area under the background of administrative division adjustment.The paper analyzes the problems existing in the development of Fenghua,puts forward the general development ideas under the metropolitan area governance thinking,and multi-dimensionally expounds the logical path of Fenghua's future urban functions from the perspective of network embedded in the metropolitan area,including the fight for and import of major development resources in the metropolitan area,self-centralization under the transformation of multilevel central network in urban areas,in order to provide a reference for the similar "revocation and merging" urban development of other cities.%“撤县设区”实质是都市区治理思维下的再集权过程.选取宁波下辖区奉化作为研究对象,探讨撤县设区背景下奉化如何应对在宁波都市区中的角色转换.分析奉化目前发展中存在的问题,提出都市区治理思维下的总体发展思路,从都市区网络嵌入的视角,多维度阐述奉化未来城市功能提升的逻辑路径,包括都市区重大发展资源的争取和导入、都市区多层次中心网络转换下的自我中心化,为今后类似城市“撤并”发展提供参考.
