In order to satisfy the requirement of the present system in Chinese universities , the college should establish “The Trinity” leadership system including party and administration leadership , professor taking charge of academic study , and faculty democratic management .First, the leadership decision system should focus on the par-ty-government meeting system to standardize the administrative power .Second , the academic management system should be led by the professor committee to develop the academic power .Finally, the democratic management sys-tem should focus on the faculty congress to expand the democratic power , which can form the reasonable and effec-tive internal power operational mechanism for college. Therefore, the problem of the generalization of administrative power , the reduction of academic power and the meaninglessness of democratic management can be solved effective -ly, which exist generally in the present college management of universities .%我国的现代大学制度要求高校二级学院必须构建“党政领导、教授治学、教职工民主管理”的“三位一体”式领导体制。坚持以党政联席会为中心的领导决策体制规范行政权力，以教授委员会为主导的学术管理体制发展学术权力，以教代会制度为核心的民主管理体制扩大民主权力，能形成配置合理、运转有效的学院内部权力运行机制，从而有效解决高校院系管理中普遍存在的行政权力泛化、学术权力弱化、民主管理虚化的问题。
