大学发展规划的分类初探

University development plan is the planning and design of university development for a certain peri -od of future .According to the set purpose , it can be divided into “perfunctory” plan and“aiming at the implemen-tation” plan;According to the planning cycle , it can be divided into short -term planning , medium and long -term planning;According to the level and content , it can be divided into the school overall planning , departments planning and special planning .In order to play the function of planning for university development , we should first correct the purpose of planning , study and formulate the plan from the perspective of implementation;Second , we should understand the relationship between short -term planning, medium and long-term planning, and school o-verall planning , departments planning and special planning .At the same time , we should pay attention to the con-nection and integration of them .%大学发展规划是面向未来一定时期对大学发展进行的谋划和设计。按制定目的，可分为“应付式”规划与“志在实施”之规划；按规划周期，可分为短期规划和中长期规划；按层次和内容，可分为学校总体规划、院系规划和专项规划。为了发挥规划对于大学发展的促进作用，首先需要端正规划制定的目的，从实施的角度研究和编制发展规划；其次，要明确短期规划与中长期规划、学校总体规划与院系规划和专项规划之间的关系，同时分别注重不同周期、不同层次与内容规划之间的衔接与整合。
