走向联合国的“国际风景公约”

摘要

国际风景师联合会(IFLA)及环境法比较国际中心(CIDCE)在致力于推动建立联合国教科文组织框架下的“国际风景公约”(International Landscape Convention,简称ILC)方面,从各自专业的角度,在深划分析全球风景面临共同挑战的基础上,阐述了国际性风景公约对全球可持续发展的重大意义,并分别向“里约峰会”(2012年6月20H联合国可持续发展大会)递交了提案.简要回顾了“公约”的提出及发展进程、重点阐述了上述相关提案的主要内容,特别提示了“风景”(Landscape)这一概念的内涵与外延在国际上的最新发展,并进一步对“公约”的发展走向作出了预期和展望.%IFLA (International Federation of Landscape Architects) and CIDCE (Centre International de Droit Compare de 1'Environnement) are committed to promote an International Landscape Convention (ILC). Based on their specialized fields, they have analyzed the challenges of the global landscape and expounded the great significance of ILC for the sustainable development in their proposals to "Rio+20". This article will introduce the progress and the main contents of the proposals, especially the latest international development of the connotation and extension of the concept of "landscape", and further anticipate and prospect the development trend of the convention.
