目的:对上海市市区二级中心医院医疗人员薪酬水平的研究现状进行分析,为科学核定二级医院绩效工资水平提出指导意见。方法对人员经费、人均人员经费、人员经费占医院总支出比等指标进行描述性统计分析。结果排除宏观经济因素影响,受国家及上海市出台的医疗改革文件的影响,人员经费、人员经费占总支出占比和人均人员经费均在相应年份出现波动。结论医疗改革政策尤其是地方性政策对二级医院人员薪酬水平有重要影响,建议在改革控制费用的同时,应充分考虑医务人员的实际困难,并建立公立医院医务人员薪酬水平动态调整的机制。%Objectives This paper aims to analyze the research status of performance assessment of urban seconda-ry central hospitals in Shanghai. The research results provide important reference and basis for the determination of performance pay level in Shanghai’s secondary central hospitals.Methods This paper applied descriptive statistical analysis to personnel funds,personnel funds per capita as well as personnel funds ratio to total expenditure.Results The results indicated that the data for analysis fluctuates with Shanghai’s or national’s medical reform files,but not GDP.Conclusions Medical reform policy will have strong impacts on the pay level of secondary central hospitals.It is suggested that the actual difficulties of the medical staff should be considered when dealing with cost controls,and a dynamic adjustment mechanism should be established.
