城市慢性病患者现金卫生支出致贫影响与实证研究

摘要

目的 探究黑龙江省城市慢性病患者现金卫生支出的致贫影响.方法 使用全国第五次卫生服务调查黑龙江数据,比较不同贫困界定标准下个人现金卫生支出前后贫困发生率及贫困差距.结果 居民个人现金卫生支出加大且加深了城市慢性病患者的贫困程度,尤其对低收入组人群影响较大.结论 卫生资源利用不公平,现金卫生支出加深了贫困程度,对贫困人群影响较大,政府应加大投入力度,重点关注贫困人群,实施有效的医疗救助,并健全医疗保障制度.%Objectvies To explore the impact of out-of-pocket health payment(OOP)on chronic diseases of urban areas in Heilongjiang Province.Methods Data was collected from National Health Service Survey Database of Heilongjiang,and then we tried to compare the incidence of poverty and gaps under different poverty line.Results OOP had increased and deepened the poverty of urban patients with chronic diseases,especially for low-income groups.Conclusions The utilization of health resources is not fair.OOP has deepened the degree of poverty and has a greater impact on the poor.The government should increase its investment,focus on the poor,implement effectvie medical assistance,and improve the medical security system.
