我国非公立医疗机构发展的SWOT分析

摘要

目的 综合分析非公立医疗机构内外部环境影响因素,为推动非公立医疗体系健康发展提出发展策略和建议.方法 通过SWOT矩阵分析法分析非公立医疗机构的优势、劣势、机会和威胁.结果 非公立医疗机构具有内部运行和管理机制灵活、专科特色明显、满足服务对象多层次的健康服务需求、政策持续利好、人口结构变化、疾病谱变化、医疗服务市场迅速扩容等优势和机遇,同时也具有人才队伍不稳定、服务能力较弱、社会信用度不高、政策落实不充分、与公立医疗机构相比存在先天劣势、医保定点准入难、补充医疗保险尚不健全等劣势和威胁.结论 基于SWOT分析,非公立医疗机构发挥优势、抓住机遇、克服劣势、回避威胁对策包括:找准定位,走差异化竞争之路;重视人才引进与培养,提升服务能力;落实相关政策,争取公平竞争环境;实施信用等级评价和能力星级评价,提升社会信用度.%Objective To put forward the development strategies and the suggestions on development of non-government medical institutions, we comprehensively analyzed the internal and external environmental factors.Methods We systematically analyzed the strengths, weaknesses, opportunities and threats based on SWOT analysis.Results Non-government medical institutions had the advantages and opportunities such as flexible operation and management mechanism, intensified specialty, satisfaction of multilevel demand for health services, continuing government policy support, demographic change, and change of disease spectrum and rapid expansion of medical service market.Meanwhile, there were some weaknesses and threats, for example, unstable talent, weak service ability, poor social credit, insufficient policy implementation, congenital disadvantages, and difficulty to be appointed as health insurance assigned institutions, and insufficient supplementary medical insurance.Conclusion Based on SWOT analysis, the strategies for non-government medical institutions to seize opportunities, exploit the advantages, overcome the disadvantages and avoid the threaten were as follows:right orientation, diversified competition, introduction of ta-lents, enhancement of service ability, implementation of government policy striving for a level playing field, implementation of credit grade evaluation and service ability evaluation, as well as enhancement of social credit.
