浙江省人民医院与海宁市第三人民医院建立牵手合作型医院托管模式，该模式是医院之间既有托管关系，又有股份关系。文章对托管二级医院的背景、托管措施及托管后二级医院医疗业务、住院患者结构、医疗效率、科研论文、医院财务状况等方面的变化进行分析后认为：该托管模式符合新医改的政策，通过“医学人才下沉、城市医院下沉”，支持基层医院“服务能力提升、群众满意度提升”，是强化基层医疗卫生体系建设的有效途径，是二级医院实行跨越式发展的优选途径之一。%Zhejiang Provincial People’s Hospital has set up a hand-joining cooperation hospital trusteeship model with the Third People’s Hospital of Haining. This model means that there is not only a trusteeship relation between cooperation hospitals, but also a shareholding relation. The article gives an analysis on items including the background of second level hospital that is held in trust, trust measures and the operation situation, hospitalized patients structure, medical treatment efifciency, science research papers and ifnance situation of the second level hospital after it is held in trust. The article then comes to the conclusion that:The trusteeship model is in line with new medical reform policy. The article argues that supporting the“raising of service ability and the increasing of people’s satisfaction”of grassroots hospital is an effective path to strengthen the building of grassroots medical health system and hence one of the preferential ways for second level hospital to realize a leap forward development.
