This paper builds a new model of scales and deployment of emergency medical rescue force based on the speed of emergency response and risk distribution, and makes suggestions on the scales and deployment of national emergency medical rescue force in response to crises. This model involves in theories and approaches like emergent response theory , hazard zoning theory and time - effect treatment principle, and considers the current situation like population density, transportation,deployment of military and civilian medical resources.%综合运用应急响应原理、灾害区划原理、时效救治理论等原理和方法,结合我国各地区人口密度、交通道路状况及军地医疗资源配置现状,构建了基于应急反应速度和灾害风险分布的灾害应急医疗救援力量规模和布局的方法学模型,为政府决策和国内相关研究提供方法学参考.
