'五化'视角下高标准粮田时空布局优化研究——以河南省鹤壁市为例

     

摘要

During the period of the "13th Five-Year Plan", the national planning stresses the implementation of the construction of the high standard grain area.As one of the Core Grain Area and the Central Plains Economic Region, Henan province afforded not only ensuring the food security but also realizing the rise of central China.Therefore, the research on the spatial and temporal layout optimization of the high standard grain field based on the five modernizations has its practical significance.This paper constructed an index system of the layout optimization based on Analytic Hierarchy Process model, and obtained the weight based on the Entropy Weight method and Optimization method, and then calculated the average block layout level using the ArcGIS software, and optimized the spatial and temporal layout in accordance with the planning requirements and the corresponding adjustment by using the comprehensive ranking optimization method.The results showed that the croplands in Hebi city were all the high standard grain fields, and the layout concentrated on Xunxian and Qixian county.The spatial layout optimization results showed that the average land area was 1.466 times higher than that before.The sequential layout optimization results can improve the construction efficiency of sequential layout of Hebi city, and meet the goals of the "initial exploratory construction, medium-term substantial investment, long-term steady improvement".The results can provide the reference and basis for the land use optimization allocation and planning.%[目的]"十三五"期间国家重点推进高标准粮田建设与实施,河南省同时处于粮食生产核心区与中原经济区下,肩负着保证粮食安全与实现中部崛起的双重重担,基于"五化"要求研究高标准粮田时空布局优化有其现实意义.[方法]基于AHP方法原理构建布局优化指标体系,依据熵权值法与优化方法获取权重,在ArcGIS软件中实现地块平均布局水平测算,并按照规划要求相应调整,运用综合排序优选法与逼近理想点法进行鹤壁市高标准粮田时空布局优化.[结果]鹤壁市不存在高标准粮田布局劣等地,布局重心处于浚县与淇县;两县的空间布局优化结果显示出更高的集中连片性,平均地块面积是优化之前的1.466倍;两县的时序布局优化结果有利于提高建设效率,达成"初期试探摸索-中期大量投建-远期稳固提升"目标.[结论]基于"五化"视角的高标准粮田时空布局优化为今后高标准粮田区土地利用优化配置以及各项利用规划提供了参考与依据.
