医疗服务供给侧改革之拙见

摘要

剖析了目前我国医疗服务供给侧存在的问题和原因，在此基础上提出了相应的改革建议：一是鼓励医师多点执业，开办社区诊所；二是减少市场机制在公立医疗服务提供中的作用；三是鼓励社会办医，满足多层次的医疗服务需求。同时，各项政策应协调一致，避免不必要的政策作用相互干扰；根据医疗服务属性的不同，采取不同的配置方式，让市场在医疗服务供给侧中发挥更大的作用，同时更好地发挥政府的作用。%This paper analyzed the issues and reasons of medical service supply. Based on the cause analysis,the paper put forward the following reform suggestions:to encourage physicians from tertiary hospitals to open clinics in the communities;to reduce the impact of market mechanism on services delivery by public hospitals;to encourage private investment in health sector to meet multiple-level medical service demands. At the same time,it was suggested that all the reform policies be coherent to avoid interfering with each other. It was also proposed that the resources be allocated according to the characteristics of medical services so that the market could play an important role,and meanwhile,the government could play a role.
