山东某市城镇居民医保和新农合整合背景下基金风险分析

摘要

山东省某市在制度整合的基础上建立了居民基本医疗保险制度，保障能力进一步提高，基金支出压力进一步增大。管控基金超支风险，成为推进居民基本医疗保险制度的重中之重。文章从全面分析新农合制度基金风险的角度，对风险的表现形式、风险来源和防治措施进行了深入研究，对完善居民基本医疗保险制度提出了政策建议。%A city in Shandong established the residents’ basic medical insurance system based on institutional integration. The support capability has been further improved,while the pressure of fund spending is increased. Managing and controlling the risk of overspending of the fund have become the key points in promoting residents’ basic medical insurance. This article comprehensively analyzed the fund risk of the new rural cooperative medical care. In depth study was carried out on the form,source and prevention methods of fund risk,and policy suggestions for perfecting the residents’ basic medical insurance system were put forward.
