Among the wide range of existing flood defense infrastructures, small and large dams provide significant benefits to society, such as hydroelectric production, flood protection, water supply, irrigation and recreation. Despite this great value, they represent a public safety concern, due to the likelihood of a failure that can result in potential consequences.For that reason, dam risk assessment has turned into an excellent technique to evaluate different failure scenarios. However, dam risk analyses have traditionally incorporated aspects related to natural hazards and structural studies including failure modes such as sliding, overtopping, internal erosion or seismicity. As a result, the design, construction and maintenance of new and existing dams have been focused on dam safety aspects. But, in recent years, a new perspective has emerged towards the integration of dam safety and security with the aim of evaluating dam response in terms of human-induced threats. It requires the development of new methodologies and tools to integrate dam safety and security under the broad perspective of risk analysis.This paper describes ongoing efforts to develop a common framework to combine dam safety and security components in the context of risk analysis, with the aim of integrating existing methodologies, computational methods and mitigation measures within a risk analysis quantitative framework. The proposed framework identifies multiple risk analysis levels of different complexity. An example is presented and characterized by using this common framework. This case example will be focused on the evaluation of the current state of practice and potential specific developments to improve safety and security management.This new approach aims to incorporate security aspects into dam risk analysis, including dam vulnerability in case of a potential attack (with the resulting structural or operative failure). New components will be included to address dam security on a regular basis in order to assess a more complete and detailed definition of risk.
