The State Council has pointed out that further opening and optimized investment environment are crucial to rejuvenating the old industrial base of northeast China.One of the strategic measures is to “make full use of the existing port conditions and advantages in this region to develop the city of Dalian into a major international shipping center of northeast Asia.”
