从资源、科研、产业及环境方面，本文构建了海洋经济区域竞争力评价指标体系，对沿海11个省市区的海洋经济进行综合评价，并重点对辽宁海洋经济的现状、优势与劣势进行了分析。实证结果表明辽宁除了在海洋环境方面具有一定的相对优势外，其他方面有不少差距，要进一步增强海洋经济的科研创新能力，加快发展海洋战略性新兴产业及转变政府职能与服务方式。%From four aspects of resources, scientific research, industry and environment, the evaluation index system of maritime economic competitiveness has been established, and compares the blue economy in 11 coastal provinces and cities, to systematically and comprehensively reflect the current situation, advantages and disadvantages of Liaoning’s maritime economic development. The empirical results show that Liaoning Province has not formed a competitive advantage, except in marine. In the end, it puts forward some countermeasures such as to enhance the scientific innovation ability of blue economy, to accelerate the development of marine strategic emerging industries and to further transform government functions and services.
