电子证书、文件及法定记录在船舶上的应用

船舶电子证书（文件及法定记录）作为传统纸质证书的等效或替代，已成为IMO各委员会、分委会议论的热点，必将对航运业产生深远影响。文中介绍了船舶电子证书产生的背景，分析了电子证书应用的优点，提出了其应用实现的技术途径。%As the equivalence or substitute of traditional paper certificate, electronic ship certificate (document and statutory records) has become the focus of discussion for IMO committees and sub-committees. It will have a profound influence on the shipping industry. The paper introduces the background of electronic ship certificate, analyzes the advantages in application and puts forward the technical approaches for its application.
