城市国有土地供应机制与有效管控研究——基于南京市的实证分析

研究目的：通过分析土地供应管控失效的背后动因，寻求实现对土地供应合理有效管控的创新思路。研究方法：理论分析与实践总结相结合。研究结果：土地供应机制是影响管控的重要因素，为实现有效管控，亟需对土地供应机制进行修正和创新。研究结论：动力机制是影响和决定政府供应土地的决策推动，约束机制是对政府决策行为的检验和校正，准入机制是对进入土地供应流程的相关要素设置门槛，以确保符合土地供应条件，监管机制是对土地供应主客体及整个土地供应流程进行监督和管理，防止出现各类问题。%The purpose of this study is to analyze the reason for the failed land use control in order to find out policy innovation on reasonable and effective land supply control. Methods of theoretical and empirical analyses were employed. The results indicate that land supply mechanism is an important tool to affect land control and management. In order to achieve an effective control, the current land supply mechanism is needed to be amended and modified. So, this paper concludes that 1 ） driving mechanism affects the urban land supply and the decision-making process; 2） restraint mechanism is used to test and calibrate the government decision-making behavior; 3） assessable permission mechanism is to set up some entrance standards for the land users; 4） monitoring mechanism is for the supervision and management of land supply.
