“多规冲突”根源与“多规融合”原则--基于“土地利用冲突与‘多规融合’研讨会”的思考

摘要

The purpose of this paper is to analyze the causes of multiple-planning conflict, discuss the principle of multiple-planning integration, and explore how to construct the platform and system for the multiple-planning integration. According to the phenomenon of multiple-planning conflict, combined with the related research results, the method of deductive analysis has been used. Furthermore, the method of summarization analysis has been used to put forward the principle and methods of multiple-planning integration based on the workshop of “land use conflicts and multiple-planning integration”. The results indicate that the phenomenon of multiple-planning conflict is the outcome of the social and economic development of China under current special developing stage. The source of multiple-planning conflict is the lack of the consistency and coordination of the social and economic development overall goal between the various planning. The multiple-planning integration is a kind of inevitable choice and an important way to solve and eliminate multiple-planning conflict. It’s concluded that the core of multiple-planning integration is to establish the consistent goals and coordinating principles between the various planning based on the overall goals and the main principle of the social and economic development. The key to solve conflicts is the construction of the system platform and the scientific system of multiple-planning integration and the importance is to build the controlling index system abide by all sorts of planning. It is recommended to clarify the essential attribute, the core issues and fusion thought of multiple-planning integration, and then further perfect the top-level design of multiple planning integration.%研究目的：分析“多规冲突”产生的根源，探讨“多规融合”的原则，探索“多规融合”系统平台的搭建与体系建设思路。研究方法：针对“多规冲突”的现象，结合相关研究成果，研究分析“多规冲突”的根源；借助“土地利用冲突与‘多规融合’研讨会”的专家研讨，结合相关研究分析，“多规融合”（1）现象是研究提出的原则和方法。研究结果：“多规冲突”中国社会经济发展特殊阶段的产物；（2）产生“多规冲突”的根源是多种规划的制定目标和原则缺乏社会经济发展整体目标的一致性和协调性考虑；（3）“多规融合”是化解和消除“多规冲突”的一种必然选择和一种重要方式。研究结论：（1）“多规融合”的核心是建立一种基于社会经济发展总体目标和主要原则下的各种规划间的一致且协调的目标与原则；（2）化解“多规冲突”的关键是建设“多规融合”的系统平台和科学体系，重点是构建各种规划必须遵守的控制性指标体系；（3）建议在理清“多规融合”本质属性、核心问题和融合思路的基础上，进一步明晰并完善“多规融合”的顶层设计。
