农村居民点整治意愿影响因素的比较研究——以浙江省江山市与辽宁省盘山县为例

         

摘要

研究目的:比较非纯农地区和纯农地区农户接受居民点整治的影响因素的差异,为制定差别化的整治政策提供支持.研究方法:入户调查法,Logistic回归分析法.研究结果:在非纯农区的江山市,67%的农户愿意进行农村居民点整治,其中对村集体信任程度越高,耕地面积越少,对基础设施满意度越高的农户,越愿意接受居民点整治;在纯农区的盘山县,愿意进行农村居民点整治的农户占比62%,其中对政策预期越高,认为环境越安全的农户,越愿意接受居民点整治.研究结论:影响江山市和盘山县农户整治意愿最显著的因素分别为村集体信任度和政策预期收益,皆为政策层面的影响因素,说明政策很大程度上影响甚至决定着农户的整治意愿.非纯农区农户更加重视集中居住中的公平性和对未来生活质量的期许,而纯农区农户更加重视可获得补偿的落实和保障,因此农村居民点整治的政策应当从农户实际利益诉求出发,分区、分类有序推进.%The purposes of this study is to compare the different factors influencing rural households accepting rural residential land readjustment between non-pure and pure agricultural areas, and give the support for making differentiated land consolidation policies. The methods used include household survey and Logistic regression. The results show that in non-pure agricultural areas of Jiangshan City, approximately 67% of rural households were willing to live in a centralized area, and the higher the levels of trust in the village collective was, the less cultivated land area was and the higher the degree of satisfaction of rural households towards infrastructure was, consequently the more they are willing to accept rural residential land readjustment. In pure agricultural areas of Panshan County, approximately 62% of rural households were in favor of centralized residence, the higher the policy expectation of rural households was and the safer they think the environment was, the more they were willing to accept rural residential land readjustment. In conclusion, the most prominent factors influencing rural households' willingness in Jiangshan and Panshan are trust in the village collective and policy benefit expectation, respectively, both of which are the impact factors on the policy level, indicating that the policies largely affect and even determine the willingness of farmers. Rural households in non-pure rural areas pay more attention to the fairness of centralized living and expectations towards the quality of life in the future, while rural household in pure agricultural areas emphasize more on realization and guarantee of the compensation. The policy of rural residential land readjustment should proceed based on the farmers' interest and the context-specific conditions.
