依法治国是党在治理国家的过程中总结出的一项重要方针,引领了中国社会各方面的管理理念由"人治"走向"法制",医院作为社会的一个组成部分,也应顺应形势采用依法治国的理念进行管理,而医院的制度就是管理的依据. 本文在阐述了"依法治国"与"依规治院"的基础上,围绕医院制度的特点、文化与创新以及建设方法展开讨论,并在最后着重提及医院制度建设与医疗质控管理之间的相互关系,意在为医院管理与医院改革提供新的发展思路.%The rule of law is an important policy summed up by the CPC in the process of governing the country, leading the management concept of Chinese society in all aspects turn from the"rule of human"to the "rule of law". The hospital, a part of the society, should also conform to the situation to use the concept of the rule of law to manage, which is the basis of the management. This paper based on describing the "rule of law" and "governing the hospital by the rule", discussed around the characteristics of the hospital system, culture and innovation as well as the construction method, and in the last part, mentioned the relationship between the hospital and the construction of the system of medical quality control manage-ment, which intended to provide hospital management and hospital reform new ideas.
