普通高校国防教育研究生培养的制度困境源于其载体困境,特别是由载体困境带来的制度本质的生成缺失。通过对培养工作的制度学分析,重点研究培养制度的载体系统及其组成部分的稳定性,探索在其基础之上的制度的主客观性,厘清合理的制度系统。提出基于制度学理论的国防教育研究生培养的“三阶段”论,形成“三级六方”的环式培养制度。%The dilemma of national defense postgraduates ’ training attributes to its carrier ’s trouble. This paper, based on the system theory, analysed the stability, the problems, and the subjective and objective elements in the system of the training institutions in order to find out a proper system to deal with the issue. After that, a “three-stage strategy” was put forward, from which a “three-stage and six-perspective”system was developed.
