探随着社会对医疗服务需求的快速增加，各个国家都在面临医疗费用持续上涨带来的政府财政支出压力，很多专家、管理者已经清醒的认识到我国原有的以服务项目为主体的付费方式已经严重阻碍了整个卫生事业的发展，该付费方式易倾向于发展高精尖技术，忽视常见病多发病的防治，易刺激诱导需求，导致医疗费用控制难的缺点日益凸显。如何科学使用卫生信息资源，有效控制医疗费用的增长，使全民享受高质量、低费用的医疗卫生服务已成为我国卫生部门亟需解决的问题。本文中，笔者将在梳理澳大利亚 DRGs实施的背景、历程及取得的成效的基础上，详细探讨澳大利亚 DRGs 成功经验在我国控制医疗费用中的借鉴意义，并总结了 DRGs 中国化过程中应注意的问题，最后指出我们可以以澳大利亚的 DRGs 为蓝本，结合自身的实际情况进行大胆的创新与改良，设计出符合中国国情的 DRGs，最大程度的控制医疗费用。%With the rapid increase of social demand of medical service, government fiscal expenditure pressure in each country has to deal with medical costs. Many experts and managers have been aware of our original service projects as the main payment methods have seriously hindered the development of the health cause. The way of paying prone to the development of sophisticated technology, neglect of prevention and treatment of common disease, easily induced demand, leading to control medical cost disadvantages increasingly. In this paper, the author will implement in the sort of Australian DRGs background, history and achievements, discusse the Australian DRGs successful experience in the medical cost, and summarizes we should pay attention to in the process of DRGs problems, finally points out that we can use Australia's DRGs as a model, designed to meet the China conditions and control medical cost.
