动物产品分销换证工作改革探讨

摘要

动物产品分销换证是动物卫生监督机构实施动物产品流通监管的一项措施。按照现行流通环节监管职责划分，动物产品进入流通环节后已不属于动物卫生监督机构的监管范围。本文通过对动物产品分销换证工作状况的分析，提出了取消动物产品分销换证、建立食品安全信息追溯机制、加强食品安全监管的建议。%Exchanging the quarantine certificate of animal products during distribution as an effective measure were implemented by animal health supervision institutions . Under the current division of supervision duties,animal products will not belong to the scope of animal health supervision agencies.Based on the analysis of exchange quarantine certiifcate of animal products during distribution,it's reconmmended that canceling the exchange quarantine certiifcate of animal products during distribution,establishing the information tracing mechanism and strengthening the supervision on food safety.
