苏南模式不仅有乡镇企业的率先发展，更有中小城镇的快速发展。常熟市作为苏南先发县级市，通过特色产业、城镇公共设施的优先发展，迅速提升了城镇化水平，但也面临着人口结构矛盾、产业转型过慢等问题。要真正实现特色城镇化目标，常熟市必须利用先发优势，通过集约化、人口结构调整、农业现代化和文化创新，走一条质量导向型的新型城镇化之路。%In south-jiangsu model, not only the township enterprises took the lead in development, but also the small and mid-sized towns developed rapidly. In order to realize the characteristic urbanization road completely, Changshu must exploit early-development advantage, realizing the quality oriented new urbanization road through intensive, population structure adjustment, agricultural modernization and cultural innovation.
