江苏省是海洋大省,却不是海洋强省。要建设海洋强省,必须发展海洋经济,而海洋经济的发展离不开海洋高等教育对海洋人才的培养。目前,江苏海洋经济发展的瓶颈是海洋高等教育实力不强,海洋科技人才短缺。加强海洋科技高等教育、促进海洋经济发展的对策是：科学制定海洋高等教育发展战略规划,为建设海洋经济强省服务;完善政策措施,提升海洋高等教育实力;加快海洋人才培养模式改革,增强海洋类专业人才的社会适应性;以涉海类学科建设为龙头,加快海洋类专业人才培养步伐;加强海洋师资队伍建设,不断提高办学水平与质量。%Jiangsu is a province rich in marine resources but not a province of strong marine economy. To develop marine economy, marine talents fostered by higher education institutions are the key. At present, the bottleneck of the Jiangsu marine economy is its weak higher education strength and the shortage of marine technology talents. To cope with this situation, the government should help make reasonable development projects for higher education institutions; improve policy measures to enhance the power of marine higher edu- cation; accelerate the reform of talent-raising mode, strengthening the social adaptability of talents of marine specialty; speed up the training of marine talents, leading by the development of marine-related faculties; and reinforce the construction of teachers' team of marine specialty, increasing the schooling quality and standard.
