Through an investigation of some supermarkets, specialized cooperatives of fruits and vegetables and vegetable growers, the study finds that the alliance of agriculture and supermarkets in Harbin has some problems in terms of less organized vegetable cultivation, insufficient construction fund for vegetable bases, high labor force cost in planting vegetables, large follow-up cost of sales, delayed pay-ment, and taxation issues. The seamless joint between vegetable production and the supermarkets requires all the efforts from the govern-ment, supermarkets, grower cooperatives and the growers. Harbin municipal government should vigorously promote vegetable production and a circulation reform by taking the first step with the stages of production, circulation, and marketing synchronously;conducting a new round of strategic research and adjustment to the vegetable industry;restructuring the vegetable circulation market;exploring a new pro-duction and marketing joint model;integrating the up-stream and down-stream information in the industrial chain, and building an autho-rized information platform.%通过对哈尔滨市一些大型连锁超市、果菜专业合作社和菜农走访调研，发现当前哈尔滨市在开展农超对接过程中存在的问题，主要是在生产环节中存在的蔬菜种植组织化程度低，蔬菜基地建设资金匮乏，蔬菜种植环节人工成本高；在销售环节中存在的后续投入成本较大，不能及时结账的问题，以及政策中存在税收问题等。要实现农超的无缝对接需要政府、超市、农民专业合作社、农户等各方共同的努力。哈尔滨市应大力推动蔬菜生产和市场流通领域的变革，从生产、流通、销售等各环节同步入手，对蔬菜产业作新一轮战略性研究和调整，重构蔬菜流通市场格局，探索新型产销对接模式，整合产业链上下游信息，构建权威的信息平台，从而实现供求信息的有效监测、预警、引导，做到最大的让利于民。
