以上海浦东新区为例，采用问卷调查法和实证分析法研究影响国家现代农业示范区农户农地流转意愿的因素。从总体上看，对农户农地转入、转出意愿影响显著的共同因素有年龄、不同农地用途、流转补贴，从一定程度上说明，促进农地流转必须重点考虑农户年龄、农地用途，分别合理设计相应的流转补贴政策；影响农地转入意愿的因素相对较多，不仅包括农户自身情况、家庭情况，还要考虑要素禀赋以及农地流转补贴、中介作用等因素，而影响农地转出意愿的因素相对简单，转出农地的现实性相对较大。根据国家现代农业示范区非规模经营户和规模经营者农地流转意愿，分类制定合理有效促进农地流转的政策，是促进农地流转的关键。%Taking Pudong New Area as an example,the influence factors of farmers’ willingness to cultivated land circulation in national modern agriculture demonstration area have been studied.Research methods of both case study and questionnaire survey were used in this analysis.Results indicate that the common factors that signifi-cantly affected the willingness of transfer circulated land are age, land usage, circulation subsidies.To some ex-tent, the appropriate subsidies policy should be designed considering those factors.The factors that affect the will-ingness to transfer out circulation land are relatively more, including not only the farm family situation, but also considering the factor endowments, subsidies and others.However, the factors that affect the willingness to transfer in circulation land is relatively simple, turning out the possibility of willingness of transfer out circulation land is large.To design the rational and effective policies according to the willingness of non-scale farmers and scale opera-tors in national modern agriculture demonstration area is the key to promote cultivated land circulation.
