党的十八届三中全会作出“落实党风廉政建设责任制，党委负主体责任，纪委负监督责任”的重要决策。落实党风廉政建设“两个责任”的基本模式主要包括压力体制下被动执行的“压力模式”和基于自觉认同与服从而主动行为的“内生模式”。在“压力模式”下，仍存在被动作为、施压力度难以拿捏、监督实效性不高和责任追究乏力等问题。破解“压力模式”困境的出路是向“内生模式”转变，通过构建廉洁政治生态，建立系统完备的制度体系，加强干部能力铸炼，强化责任意识来合力实现。%The third plenary session of the 18th CPC Central Committee made the decision of implementing the responsibility system of anti-corruption: the Party committee should bear entity responsibility and the commission for discipline inspection is to blame for the surveillance responsibility. There are two basic kinds of models for implementing the responsibility system of anti-corruption, one being the“stress model,”passively implementing their default roles under the pressurized system, and the other is the“endogenous model,”which means consciousness and obedience in taking active measures. Under the stress model, there still are some problems like passive conducts, the difficulty in grasping the degree of pressure, the lower effectiveness of supervision and lack of accountability and the like. The way to solving the predicament of the stress model is to take the endogenous model. We have to construct a clean political ecology, establish comparatively systemic institutions, temper cadres to improve their abilities and strengthen their responsibility consciousness to enforce the transformation of the stress model to the endogenous model.
