治理理论视阈下高校二级学院廉政建设的路径

校院两级管理下的高校二级学院存在诸多廉政风险，主要表现为权力资源相对集中、权力运行不规范、监督体系和干部激励机制不健全，其根本原因则在于学院治理结构不完善。要妥善解决这个问题，应运用治理理论，合理配置二级学院权力资源，建立健全各利益相关方有效参与学院治理的机制，创新二级学院监督体系，深化干部人事制度改革，构筑惩治和预防腐败的制度防线，从而真正实现二级学院的善治。%Secondary schools in colleges and universities, under the two-level administration system, feature high integrity risks, which can mainly be found in relatively centralized powers, irregular power operation, lack of effective supervision and ill-performed incentive mechanisms. All this is caused by imperfect administrative and supervision system in secondary schools. Theory of public governance made proper use of, rational allocation of powers, more effective participation of related parties in college administration, perfecting the supervision system, reforming the management system for the officials and strengthening the system frontline for anti-corruption and punishment will lead to well-managed secondary schools.
