农地制度创新与农业劳动力转移探讨

摘要

建国以后我国农地制度经历了一段曲折的历程，一定程度上影响了我国农业劳动力转移、土地资源可持续利用和农村可持续发展。现行农地制度的某些缺陷又对我国农业劳动力转移形成了效率性、功能性、市场性制约。为此，应当立足于农地资源可持续利用的基本原则，完善农地产权制度，建立土地流转制度，健全农村社会保障体系，有效地促进我国农业劳动力转移和农村经济可持续发展。%　　Rural land system has gone through a winding developmental stage since the liberation in China,it has influenced to a certain extent the transfer of rural labor force,land sustainable utilization and rural sustain⁃able development. Some errors in the present rural land system are restricting the transfer of rural labor force in efficiency, function and market. It is necessary to perfect the rural land property rights system, to establish land circulation system,to perfect the rural social insurance system,based on land resources sustainable utiliza⁃tion,so as to promote the transfer of rural labor force and the whole sustainable development of rural economy.
