政府决策过程是公共管理领域研究的主要议题,借鉴心理学的认知动力理论,以及组织行为学的注意力基础观,整理分析2008—2015年中央政府在环境保护领域注意力的变化情况,结合环保领域中央政府财政投入预算与决算情况,探讨政府环保政策动机与实际政策行为,重点测量中央政府在环境保护领域注意力的变化情况,建构"注意力-动机-行为"的理论框架,从政策理念、政策动机与政策行为的关系出发,阐释政府决策是一个始于政策理念、政策理念形成政策动机、政策动机指导政策行为的过程.%Government's decision-making process is a main topic of public administration research. Using the theory of cognitive motivation in psychology and the basic concept of attention in organizational behavior, analyzing the changes of central government's attention in the field of environmental protection from 2008 to 2015, combining with the central government's financial investment budget and final accounts in the field of environmental protection, exploring government's environmental protection policy motivation and practical policy behavior, emphasizing the measurement of central government's attention changes in environmental protection, we construct the theoretical framework of"attention-motivation-behavior".Based on the relationship between policy idea, policy motivation and policy behavior, the government decision-making is a process starting from policy idea.The idea forms policy motivation,and the motivation guides policy behavior.
