烟农合作社问题的新制度经济学理论解析

摘要

针对部分文献和报道提出的烟农认识不足、运作不规范等烟农合作社问题，运用新制度经济学理论予以分析，认为对合作社认识不足不应归咎于烟农，合作社部分规范问题可以通过甄别发起意图、甄选经营者和加强监督等措施解决，关键在外部推动者应坚守正确的角色定位。对烟农合作社其他应研究的方向提出建议。%Such issues as insufficient knowledge in farmers and irregular operation of cooperatives were dealt with from new institutional economics perspective. It was believed that tobacco growers should not be blamed for lack of adequate knowledge of cooperatives and that irregular operation could be avoided by examining intent and qualification of initiators and by strengthening supervision. Attention should also be paid to the role of advocators. Recommendations are thus given for further research topics with regard to tobacco growers cooperatives.
