同行评议是目前大学学术评价体系中可信度较高、应用最广泛的一种评价制度,而公正性问题是大学学术同行评议中不可回避的问题之一。本文分析了大学学术同行评议公正性的影响因素,并提出保障大学学术同行评议制度公正性的对策建议：完善同行评议专家遴选机制;建立回避制度和盲审制度;加强对大学学术同行评议专家的监督;制定大学学术同行评议标准。%The system of peer review is the most important and popular means in the science research appraising process, and the fairness of the university academic peer re- view must be one of the issues that can not be avoided. This paper analyzes the fairness impact factors of peer review and puts forward some countermeasures to improve the ac- ademic peer-review system and safeguard its justice. Improve the mechanism of peer reviewer selection; establish the withdrawal system and blind trial system; strengthen the supervision to peer review expert; establish peer review standard.
