国家形象战略的目标既是“对外宣传”，也是为了满足“内需”。对一个国家而言，争取国内民众支持、认同与争取国际社会的承认同等重要。良好的国家形象能对国人产生感召力，使国民提起祖国就能感到自豪和神圣，能够信奉这个国家的梦想、目标，并愿意为之共同奋斗，社会的凝聚力也就因此得到增强。俄罗斯民众对国家形象的态度在很大程度上反映出了俄罗斯社会变革和转型的效果。关注民众对国家形象的态度，将其作为社会良性运转的测验标准，对于俄罗斯的社会发展和国家软实力建设具有十分重要的意义。%The goal of national image strategies is to promote publicity on the outside as well as to meet domestic needs on the inside. For any country, it is of equal significance to strive for support and identity from its nationals and for recognition from international community. A good national image can bring about charisma to the nationals and make the nationals have a sense of pride and sacredness whenever mentioning their country and believe in their country’s dreams and goals, willing to fight for them and hence increasing social cohesion. Russian nationals’ attitude towards the national image reflects the results of Russian social reform and transition to some degree. Focusing on the nationals’ attitude towards their country’s image and treating it as a touchstone for good social governance are of great importance to Russian social development and soft power construction.
